Program
In spite of an increasing demand for services from the
municipalities, growing budgetary
constraints forced Lawrence County to reconsider its original
plans to provide a countywide recycling drop-off collection
program. Rather than abandon the project, the county found a
collaborative solution that cut costs and supported the local
economy.
Nestor Resources conducted a costing analyses for the county
which provided operational alternatives that allowed the project to
move forward. The company also provided conceptual design and
procurement of customized collection
containers; procurement of
vehicles; contract negotiations for site selection; development of a
tracking, monitoring, and reporting system; and creation of a
promotional education campaign. The county chose an option that
partnered with a local service provider for collection at the
drop-off locations and processing of the recyclables. In addition, a
local fabricator completed the final design and manufactured the
containers. By exploring other options, the county realized nearly a
60% savings on operational costs and was able to increase the number
of sites due to the lower costs of the equipment. Additionally it
provided revenue to a local industry that would have otherwise gone
out of the region.
